Yes it appears to be a bug introduced in 2.0.5, sorry. Repeat Last Effect only uses the default settings, so is not a workaround. I'll report the problem.

Yes you can try WAV if you have the file space. WAV could be 10 times larger than MP3. But WAV is lossless so you can convert it to MP3 with other programs without losing any more quality than you would in Audacity. You could also try "Choose..." in Directories Preferences, then select ano...

I've no idea what else to suggest, except make a special build for you that changes a small piece of Audacity code that a developer has said (possibly) looks suspect. The FAQ does say that you must be an administrator to install programs:

But you shouldn't need to be an administrator to write to your own user temporary folder, which is where the installer failed.

The solution may well be that the user is given a method to group their own plug-ins if they want to, by drag and drop and/or a dialogue, then user must by definition be satisfied with the grouping. Pauline, Edit > Preferences and choose "Directories" on the left. Click in the "Location" box. Right-click > Select All. Right-click > Copy. Paste that location in your reply. Also what happens if you export as OGG? I know you don't want OGG, but let's see if another format does ...
