Look in Device Toolbar and make sure you are selecting the correct output device. Turn up the Audacity output slider.

There is no general problem as you describe using the current Audacity 2.0.5 source code on Ubuntu 13.10 32-bit. Are you using 13.10 64-bit? What is the exact make and model number of the USB mic? Is it intended for Linux and if it has special Linux drivers do you have those installed? Are you using...

You could just try rebooting the computer. Sometimes the recording cursor gets stalled whichever host you use.
Also make sure Transport > Sound Activated Recording (on/off) is off (not checked). If it's on, this may prevent the cursor moving until the input stream is loud enough.

I've known several cases where the path to the Audacity temporary directory creates issues on XP when it displays as truncated eight character names. Yes you could make an audacity_temp folder in your export folder. Let's see what happens if you do a number of WAV and OGG exports as Steve suggests. ...
