I right-clicked the Microphone (USB Audio Codec) and drilled down to change the setting from 1 Channel 16 bit 48000 hz to 1 Channel 16 bit 44100 hz, retried a recording and got the same result. I can't find a way for the "Transcription Toolbar > Play at Speed" to retain its playback speed. I'd like it to retain the previous usage until I change it, even if I open a new file. If I play a file at 1.5x or 1.8x (which I do regularly) it's always reset to 1x each time a file is opene...

There have been some similar reports on 10.5.8. It doesn't happen in recent OS X.
You may have to turn off the Welcome screen in audacity.cfg.

It seems that it works too when Audio to buffer is set to 30ms. That doesn't completely surprise me. Someone on Mavericks who was setting Audacity output to Soundflower (for sending to another application) found that the audio had repeated fast clicks unless Audio to buffer was reduced.
