I don't have the Lame _Library folder ... ? But I have installed the Lame Library 3.908.2 but cannot find the same folder as you have anywhere on my HD. Lame installs by default to /usr/local/lib/audacity . Mac won't let you see that folder by default. See here for how to show hidden files and fold...

Yes Audacity can edit the WAV files but you have to do it yourself. You haven't said what effects you want or how you want to alter the sound. Tell us that then we'll make some suggestions.
