Thanks for posting that you found the answer.

Instead of Sliding Time Scale you can use Effect > Change Pitch: http://manual.audacityteam.org/o/man/change_pitch.html . It is faster, but has lower quality and may introduce length changes.

I'm surprised that it produces no line error, but the closing </project> tag is missing from your edited file.
