In theory it should be easy. I know. One track is PAL other NTSC. so a tempo correction of 24/1.001 / 25 = 4.095904096..% gets me into a precision of a few seconds / 100minutes. But I need sync. Use the "Change Speed" effect. You know, I almost said that, but aren't the two (PAL and NTSC)...

Sliding Time Scale / Pitch Shift will be more accurate in giving the exact length from the exact percent change, but it will take a long time to process.
Perhaps you could do it in a couple of passes if the first pass in Time Scale still does not give you the exact length needed.

Yes, use Selection Toolbar to select exact time regions. See this Tutorial: http://manual.audacityteam.org/man/Tutorial_-_Editing_an_Existing_File . If the files recorded on iPad sound OK in Windows Media Player then presumably the "only" problem is with playback in Audacity. What playback device have you chosen in Device Toolbar ? Is that device the default playback device in Windows, which is what Windows Media Player will be using? ...

Not all computers can be "adjusted" to self-record. Windows Vista and later computers (so including those on Windows 8) can always record computer playback using Audacity if you choose the Windows WASAPI host. See: http://manual.audacityteam.org/o/man/tutorial_recording_computer_playback_...
