the Audacity instructions should open up with no internet connection. It's just a file on your Mac. If you are looking at it in Finder, there are dozens of HTML files (and images) in different folders. It is not a unitary document. If you have not installed the Manual, you have to look at in Finder...

As previously stated, ask her to use File > Recent Files.
If the AUP file is not listed there, have her search her computer for it.
A folder called "**** Minutes_data" would be impossible on Windows. "*" is not valid in a file or folder name.

Maybe no plugins are needed, but when you uninstall Audacity in Win8.1 and reinstall it selecting reset preferences, it does give you a prompt to reinstall 3 plugins. There is no data file. There is an AUP file and _data folder.
Open the AUP file from File > Recent Files in the Audacity menus.
You don't want to be reconstructing without the AUP file.
