If you are using a USB recording device like a USB turntable or microphone, disconnect it or set Windows to use your built-in sound device as default playback device. Please see: http://manual.audacityteam.org/o/man/fa ... k.html#usb (follow the instructions there for Windows Vista and 7).

If the problem persists after reinstalling Audacity with "Reset Preferences" checked, check if you have changed a setting in Windows or your sound card.

Then you could complain to Google about the quality of the recording and the mic level manipulation (if hangouts is the cause).
