For a "simple" answer, Effect > Change Pitch..., then enter "-1.818" (without quotes) in the "Percent Change" box then click "OK".

I've just built debug version of HEAD on Windows 7. I do have GStreamer installed and the GSTREAMER_SDK environment variable set, but Unicode Release builds fine without GStreamer. It happens sometimes that files can't be opened. I get 2 kinds of alerts: 1-file (location) could not be opened, no reason given 2-file (location) could not be opened, it has been moved; actually, this is not right as the file was never moved. Any idea why this happens and what can be done about it...

Try looking at Edit > Preferences: Directories. Set the temporary directory to a drive that is working correctly and to a folder that you have permission to write to. OK all the dialogues. Edit > Undo all the edits that created a problem, make sure the audio is complete then File > Save Project... ....
