So for recording the sound coming from the computer speakers it does not matter whether I use MME or WASAP both will give the same result. They do not function in quite the same way. For best results with WASAPI it may be best to set Audacity project rate to 44100 Hz and also to set Default Sample ...

I did notice that in my old computer it was set to 41k 48kHz should be valid... I'm not sure what the allowable sample rates are, but 48kHz usually works. So, I think there is a flaw in your car stereo's MP3 decoder. Valid sample rates per the MP3 specification are (Hz): 8000, 11025, 12000, 16000, ...

Try another USB cable. Try another USB port.
Try turning all other applications off except ArcSoft and Audacity.
If you updated the ArcSoft app just before the problem started, consider downgrading.

I can't see your computer as to where the AU files are. I suppose it's possible that you don't have access to "C:UsersHanielAppDataLocalTempaudacity_temp" but Windows is not reporting it. I did ask if there was a lock symbol on that folder or on the project folders inside there, but I don'...
