You want to tick (check) the box "Sound Check" in Playback Preferences in iTunes. It is a 10 seconds job. Then your MP3's will sound similarly loud without degrading their sound quality. I use "audio" during iTunes disc burning. The "Sound Check" does not work very wel...

Please be careful with Windows XP. Microsoft are no longer officially supporting it, so it will be unpatched against any new security vulnerabilities that appear. What exact version of Audacity does it say at Help > About Audacity... (all three numbers)? Have you recently upgraded from an old 1.2 or 1.3 version of Audacity and you opened a project originally created in an old version of Audacity? Also note that some of your tracks have audio behind zero. That audio behind zero will not be exported with standard export, only with Export Multiple with splits based on tracks.
