The cable is fully functional. Did you test that by connecting some other sound source to it? Have you opened Audacity's Device Toolbar and chosen the mic input you are connecting to as Input Device (second box in Device Toolbar)? Have you turned the input slider up in Audacity (by the mic symbol)?...

The MP3 format always has silence padding at the start. It is not an Audacity bug. Use WAV if you are trying to create a file to use as a loop. Are the drivers on a CD? Is there a choice of drivers on the CD or can you choose drivers to use in their software? Their support pages say the drivers are ASIO .
