Windows recognizes it, it shows up on Control Panel > Sound > Recording > and it's checked. The light is on and it works on programs like Camstasia, ect. Try WIN + X and Shut Down. Don't use the Power button or Shut Down from the Charms Bar as that is not a full shut down.
If that does not help, choose 44100 Hz or 48000 Hz Project Rate bottom left of Audacity.
Try a different Audio Host in Audacity's Device Toolbar.

Time Shift Tool only drags the entire track if it has not been split into separate clips. So to solve the problem, make the selection then CTRL + I (as in "eye") to "split" the selection into a separate clip. See: Audio Tracks and Clips - Audacity Manual . Also see "Editing ...

There is no option to export the leading white space, but we will add your vote for that. Meantime if the beat does not start at time zero you will have to generate some silence starting at time zero in those tracks.
