Dragging a clip to change tempo is a "feature request". Effect > Change Tempo... has a length control, but the results it gives are not length-accurate. For length accuracy you should use Effect > Sliding Time Scale / Pitch Shift... .

Where and how are you trying to listen? Do you have headphones plugged into Fast Track?

Try Generate > Tone > OK in Audacity. Can you hear that in Fast Track?

If the headphones have a volume control, turn it up. Turn up the headphone output knob on the Fast Track.
