For some reason the first second is full of static - and then it goes away. Are you recording multiple tracks? Were you entering a High Pass frequency above 20000 Hz? That value would be outside the slider range and would cause the effect to reset frequency to default the next time you open it. There is no sense in value "0", if you are applying "change speed". I've been arguing that case...
