what do you mean by splice ? you can select anything in the track and either copy/paste it to a new track or delete it from the original track create a new blank track then paste to it all the pieces you want from the original repeat as required to put together pieces from a bunch of tracks into one...

all i can say is that the problem is before the sound card and one guy solved that same problem by using headphone out and using the volume control on the receiver - that will lower the headphone out even if you cant adjust the line out -- required a cable/adapter but that worked if you are getting ...

in the old days there were many services that found and "sold" freeware and shareware programs as a service. easier to look at their catalog then to hunt them down from the source. usually cost $5-10 per disk plus shipping. everybody won with that model. with so many pc and music magazines...
