Resampling from 48 kHz to 44.1 kHz (or the other way) is not recommended. Those 2 frequencies were choosen on purpose to dificult conversion from one to the other. I may just stick with the 24/48 WAVs 48 kHz is the standard for DVD's. CD's standard is 44.1 kHz. If you plan on writing it to audio CDs later you should use 44.1 kHz instead of 48kHz. Straight answer: no, audacity can't export to mp3 "on-the-fly". It always records uncompressed audio and you have to export to save to mp3 format. You don't tell us which operating system you have (windows? mac? linux?) so it's hard to give any recommendation without that piece of informat...
