Is this a common issue with cheap audio cards? I'd say it's not uncommon... DC offset is usually quite harmless though and easy to correct. If you're using the usb box then you should select the usb device in audacity -> preferences -> devices -> recording

Also, if you're on Windows 7 you should install audacity 1.3.12 and not 1.2.6, like you said on the other thread.

What you're doing wrong is using audacity 1.2.x with windows 7.

Upgrade to 1.3.12. You can get it from here: http://audacityteam.org/download/beta_windows

I can kill the echo effect during record by turning down the output volume on the mixer toolbar, but then I can't hear the music I'm trying to record with. That raised another question on my mind... is there a way to know how many tracks there are in a project other than counting them 1 by 1?

Yes... 90 tracks can be quite a bit...
