If you're on Audacity 1.3.13 you can also activate the device toolbar from View menu -> Toolbars -> Device toolbar.
It should give you the same options as in Preferences -> Devices, but it will be always in the main window, so it makes it easier to access and change.

I had a try at puppy a few years ago when I was working on a linux embedded project. Puppy was still taking its first steps then. I ended up working with a stripped down debian.

In Audacity 1.2.6, mp3 export options are defined in the Preferences dialog. You're strongly encouraged to upgrade to the latest 1.3.13 though.
