Regarding slowliness try disabling the plugins in Preferences -> Effects. Specially VST plugins.
What mic are you using and how do you connect it to the computer? Internal built-in mic? External mic? USB mic?
What options have you selected in Preferences -> Devices for Host, Playback and Recording?

Which Audacity version do you got? Check in the Help menu -> About.
Bundled Audacity versions are most likely quite outdated...
The recommended version for Windows 7 is 1.3.13. You can get it from: http://audacityteam.org/download/

I use MacOS-X and Linux. My laptops is a MacBookPro. All my other PCs run Debian GNU/Linux. For older PCs I'd probably recommend Linux. I've been a fan of Debian for a very long time. How do you connect the tape recorder to the computer? USB? You have to select the USB device as the recording device in Audacity Preferences -> Devices. You should connect it to the computer and turn it on before running audacity, so that it is detected by audacity. We can't tell you the exact name ...
