Maybe you're missing alsa libs. configure script probably can't find them so it disables alsa support.

Try forcing it with ./configure --enable-alsa

If it can't find the libs it will probably show an error message.

You may use a notch filter, should be available in the Effects menu.

You may also use the Equalizer (Equalization from the effects menu also).

Just for those who do not appreciate this: there is no interface option in the preference tab of 1.3.13.
