I believe most motherboard's built-in soundcards have mic boost, whether it's hardware or software boost beats me... Could also be related to the window manager you're using. There was a recent thread here about someone who was missing the menus on audacity, that was caused by some gnome applet or similar (also only happened on some apps).

If the only goal is to convert files from one format to another, there are probably better (and simpler) tools (graphical and command line) for that rather than Audacity.
