Do you mean that you're using "WASAPI loopback"?

What's your recording device, and what are your settings in the Device Toolbar?

If you change the connected audio devices while Audacity is open, Audacity will not see the change until you tell Audacity to:
"Rescan audio devices"

1) Plug your headphones into the Steinberg UR22.
2) If you turned on "Software Playthrough" in the Transport menu, turn it off again.
3) In the Device Toolbar (https://manual.audacityteam.org/man/device_toolbar.html), set the playback device to the Steinberg UR22.

I think there are difficulties to install qjackctl with Ubunt distribution 18.04 LTS;

It works fine for me.
