Open the Windows Sound control panel, and set the "sample rate" for the US122 to "44100" in both the playback tab and the recording tab. Then restart Audacity and try again.

Because that 4kHz spike is so thing, I'd expect a notch filter to work quite well. If you only want to apply the notch in specific places (and not the whole track) then you could use the "Spectral Multi-tool" on each of the bright lines: https://manual.audacityteam.org/man/spectral_edit_mu...
