Because that 4kHz spike is so thing, I'd expect a notch filter to work quite well. If you only want to apply the notch in specific places (and not the whole track) then you could use the "Spectral Multi-tool" on each of the bright lines: https://manual.audacityteam.org/man/spectral_edit_mu...

You could try replacing the transition from one track to another with a "pad sound".
