Try selecting:
"HDA Intel PCH: ALC663 Analog (hw:0,0)" as the recording device.
"dmix" as the playback device.

Close Audacity, then go to:
C:\Users\<your-user-name>\AppData\Roaming\audacity\
and delete the files:
pluginregistry.cfg
and
pluginsettings.cfg
Restart Audacity, and enable the Noise Gate plug-in.

It is the result of a broken bitreservoir in the mp3-file. Personally, I'd call that a bug. Perhaps it's a "limitation" rather than a real "bug", but a broken bit reservoir certainly isn't an intended "feature". All mp3-decoders should incorporate this fix. That may be...
