Indeed, running the notch with Debug button: shows the log window - no content ... I guess that's expected if there is no error. There is now an alternative way to enter text into labels that supports Chinese.
Check the option "Use dialog for the name of a new label" in "Edit menu > Preferences > Tracks > Tracks Behaviors".

This issue has now been closed.

I agree that this will be an inconvenience for anyone that relies on custom curves, but as you say, they can recreate their custom curves if they need to. 1) Have you tried recording at 768 kHz with other software? Does it work at 768 kHz in other software? 2) Does it matter? Do you really need to use higher than 96 kHz? Did you import the track from a file, or did you record it?
What is the track's sample rate? (look in the info panel on the left end of the track)
What is the "Project Rate" (look near the lower left corner of the main Audacity window)
