Perhaps the software that you are playing the file with is automatically adjusting the playback level.

As Ivalogic wrote, you need to update your "Visual C++ redistributable" which can be downloaded from Microsoft.

How many tracks in the project?
How long are the tracks?
What are the track sample rates? (look in the track info panel on the left end of the track)
What is the "Project Rate" set at (bottom left corner of the main Audacity window)
