You can check the version number by looking in "Help menu > About Audacity".

You've got an old version of Audacity at home. Regular Interval Labels was moved to the Tools menu a couple of versions ago.

It may be helpful for other users if we could establish where these two different versions of Audacity come from, and what the difference is.
