This was probably fixed a long time ago. Try updating Audacity to the current 2.3.3 version: https://www.audacityteam.org/download/windows/

It looks to me like there's a problem with that file. Have you found any app that can open that file?

You have accidentally turned on "Sync Lock". You need to turn it off (bottom of the "Tracks" menu).

There are several metadata editors round that will do this for you without changing the audio.

Most Linux distros have "EasyTAG" available in the software repository.
