I expect that the layout in the Selection Toolbar will be reviewed when the new, big "Current Time" toolbar is available, but not before. The code for the new toolbar was added during the current release cycle (submitted to Audacity by a new contributor), but has been found to be buggy, so...

Right-click on the Windows Volume/Speaker icon and select Open Sound Settings. Select the USB device* as your Input Device.
