There's no way to lock the toolbars, but they can easily be reset:
"View menu > Toolbars > Reset Toolbars"

So if you set Audacity to use a USB mic, then shut down Audacity and unplug the USB mic, and then restart Audacity, what, in your opinion "should" Audacity do?

Audacity can't currently record from two USB mics at the same time.

With conventional mics (non-USB) connected via a 2 channel audio interface, you can record as a stereo track, and then split the stereo track into 2 mono tracks.

What about the WAV file that you edited? (I presume you are exporting in WAV format for burning to the new CD.)

Check the settings for the recording device in the Windows Sound control panel. Windows often provides a DC blocking / subsonic filter.

Actually, there's no need. I've checked the latest development code, and it appears to be fixed.
The next release is due in a few months.

I've tested on Windows 10, and the problem happens there, so yes, it's a Windows thing.
