Best would be to remember the last used directory - no preference setting required, no UI, etc.
Audacity already does remember the last used directory, but if you start a project by importing a file, then that overrides the "last used" default.

I'd suggest setting it to a key that isn't used in Audacity's "Full" list of key bindings, for example "Ctrl+0" (number "0"), or even just the number "0", but it's your choice - whatever suits you ;)

It resizes them That's what it is intended to do. That's all that it is intended to do. If you are opening and closing projects very frequently, you could set a keyboard shortcut to launch to plug-in more easily when you open a project. I thought that too. I wondered if that was the result of encoding to MP3 twice. On the other hand, maybe that's what ACX were complaining about, but didn't have a check box on their system for logging that fault.

The installer is included in Audacity 2.3.3.
As it says in the manual, it is in the "Tools" menu.

Audacity doesn't support clicking and dragging of project files, though by default, "double click" on an AUP file should open the project in Audacity.

I don't hear a buzz in the noise floor.
Is that sample taken from your original Audacity Project, or from the MP3 file that you sent to ACX?
Please post another short sample but export as a WAV file rather than MP3.
