I don't know why you are still getting that error, but you may be able to avoid it by using an older version of Audacity. Try Audacity 2.2.1 from here: https://www.fosshub.com/Audacity-old.html

Alright I finally made it work by setting the sound card to be my default player instead of my monitor. Super :) However my speaker is connected to my monitor so I can't hear what is being played Can you plug headphones into the built-in sound card? Is there anyway to make it work with the monitor?...

As Trebor wrote, you need the "x86: vc_redist.x86.exe" version (because Audacity is a 32-bit app).

what happens now ?

Now you run "x86: vc_redist.x86.exe" to install the update, then reboot your computer.
After that, you will hopefully be able to run Audacity.
