If Audacity Preferences are set to "32-bit float" (default), then "Mix and Render" will convert the track to 32-bit float.

You're probably over-thinking it.
All that he meant is that when you click the "Apply" button, the effect is applied. You can then close the effect window.

Well, it's more keyboard than mouse moving.

I mostly use mouse, but when great accuracy is required, then using the keyboard and typing the exact numbers is often a lot quicker than doing lots of zooming.

16-bit clearly isn't enough for your purpose, because you are complaining that with 16-bit, the RMS measurement is not sufficiently accurate.
If the tracks were 32-bit, then you wouldn't be having the problem.
