Unfortunately that tells us very little. I had hoped that it had got further than that.
Am I right in thinking that the problem first appeared with Mint 19, and is still a problem with the latest 19.3 version?

When you try to launch Audacity from a terminal window, what is the full terminal output?

I'm currently using Xfce 4.12 with Ubuntu 18.04 ("Xubuntu 18.04").
Audacity 2.2.1 (from the main Ubuntu repository) works fine here.

And I still don't understand why it isn't designed to do this anyway. It doesn't make sense to me The basic problem is that Audacity only has one set of metadata for the "project". It does not make sense for Audacity to try to maintain a set of metadata for each "track", because...

Until I get chance to test on a Mint machine, I'm out of ideas.
As far as I'm aware, Mint uses Ubuntu's build of Audacity, which works fine on Ubuntu (I use it myself).
