This chapter is only 6.39 minutes so I seledted the whole section and it comes out at -20.74. The last 2 minutes of the section is -21.06. That meets the "technical" requirement perfectly. What is the peak level of that track (just select the entire track, then open the "Amplify"...

Linux Mint 19 and 19.3 are based on Ubuntu 18.04. Linux Mint 18.3 is based on Ubuntu 16.04. Interesting, because Audacity does not have this problem in Ubuntu 16.04 or 18.04 (I've used both, extensively, with Xfce, and no reports from other Ubuntu users. I think this needs to be sorted out by Mint....

I wonder if there's a way to supplement the generic white noise with a project track. The vocoder effect does not use white noise. Output choice Both channels: The modulated vocoder output signal is duplicated into both stereo channels. This is most convenient when fine-adjusting the vocoder output...
