Short version:
FLAC is a lossless format. Whether you export as FLAC or as WAV, the sound will be identical.

What error are you referring to? When does this error occur and what exactly is the full error message?

An Audacity Project is not a "file", it's a file plus a folder full of data. All the audio data is in the "_data" folder. The ".AUP" file contains instructions that tell Audacity how to put the data together to create the project. For more information, see this topic in...

As I've already said, Audacity can do that. "Select (menu) > Region > Store Selection"

Audacity 2.3.3 can open earlier Audacity projects.
