Seems to work OK for me with Xubuntu 18.04 LTS, Audacity 2.3.3 (release version) and Calf 0.0.60-5 (Ubuntu repository version).

RMS Normalize set at -20db. I ran ACX-Check to see the peak at 1.78db You can see the consolidated track and then I ran the roll-off, then the RMS Normalize. -Synapse001 Judging by the screenshot, I'd expect the Limiter to be able to handle that small amount of "over 0 dB" without noticea...
