Check the "power saving" settings on the computer, and ensure that everything is set to "always on". Then try another test recording.

Yes, that looks like "dither" noise. Don't worry about it - the "damage" is insignificant compared to the unavoidable damage caused by MP3 encoding.

We hear from plenty of Audacity users that successfully use the AT2020USB with Audacity.
I'm on Linux but I don't have an AT2020USB, but a 1 minute Google search says that people are successfully using this device on Linux.

Have you tested with Ardour? If the problem exists there too, then the problem is most likely to be due to a build fault in the Debian package, in which case it should be reported to Debian.
