Yes, eventually, though it isn't the highest priority right now.
FWIW, one related update in the next release is the addition of Opus support.

That's probably because you are using the "File menu > Open" command. Use the "File menu > Import > Audio" command.

Audacity is not fully supported by Catalina (though workarounds are available).

Audacity 2.4.0 is due to be released early next month, and it fixes the Catalina problems. If it's practical to do so, I would recommend waiting until Audacity 2.4.0 is released before updating to Catalina.

Either resize the Rhythm Track window so that you can see all the settings, or scroll down.
