I'm currently testing Audacity 2.4.0 alpha.
If I use Export2 and supply a name that has the file extension ".flac", then a FLAC file is exported.
I've not tested with 2.3.3.

So next step, I went end edited my /etc/locale.gen file and uncommented en_GB.UTF-8, saved the file and ran sudo locale-gen. Now then I tried the following: Set to Hungarian, close the program, start again, load a project. Works. Set to English, close the program, start again, load a project. Works...

Which version of Audacity are you using?
The current version of Audacity (2.3.3) has built-in recovery. If the built-in recovery fails, then the project is probably not recoverable.
