If you Export the project as a WAV or MP3, then quit Audacity and play the exported file in your usual media player, does it play correctly or does it have drop-outs?
If the exported file has drop-outs, try playing a "known to be good" file and check if that is playing correctly.

Can you try this:
- Launch Audacity (ignore / dismiss any warnings)
- "Tools menu > Reset Configuration"
- Wait a few moments
- "File menu > Exit"

Does the folder "C:\Users\STEVEN~1\AppData\Local\Temp\audacity_temp\" exist?
If it does exist, are you able to write to it? (Can you create a new file there?)
Do you know what format drive C:\ is? (The default for Windows 10 is "NTFS").

All other daws (Ableton, Cubase) see them without any additional tweaking. They are probably accessing the device via ASIO drivers. Audacity cannot ship with ASIO support due to licensing issues, so you have the choice between MME, DirectSound, and WASAPI. In Windows 10, "DirectSound" is ...
