What bug is this? No idea. It does not happen for me on Xubuntu with Audacity 2.2.1 or 2.3.3. Is the line attached to the track? Does it move when you move the Audacity window? Does the line appear in exactly the same place each time? I have Audacity 2.2.1 and already installed 2.3.3, on Linux Mint...

If the tape is a copy of an audio CD, then that noise is probably due to a scratch on the CD. If that is the cause, then it is probably irreparable.

Does the track play correctly before you change the pitch?
Does the track play correctly after you change the pitch?
How much have you changed the pitch?
What format are you exporting as?

RF64 supports large files and multiple channels.

From Audacity:
"File menu > Export > Export Audio"

Then select

File type: "Other uncompressed files"
Header: RF64
Encoding: Signed 16-bit
