If you are starting with poor quality audio, I doubt that it will be possible to achieve accurate captioning. You need to start with a good, clear recording, without overlapping voices.

Ensure that you connect the device before launching Audacity.
Ensure that no ASIO applications are running.

Do you have the original audio file (before you attempted to decode the "message")?
Perhaps you could post a short sample (FLAC format is supported).
