Does the size of the project make any difference?
Does the amount of audio on screen make any difference?
Does the type of audio track view (waveform or spectrogram) make any difference?
Does zooming in or zooming out make any difference?

You would need to get it from GitHub as Fosshub does not allow automated downloads. Only the latest version of the manual is available for download from GitHub. For older versions you would need to build the manual yourself using the shell script "wiki2htm.sh". See: https://wiki.audacityte...

Assuming the manual is downloaded to your Desktop, something like:

sudo unzip ~/Desktop/audacity-manual-2.1.3.zip -d /usr/share/audacity/
For a self-build version, it should be something like:

sudo unzip ~/Desktop/audacity-manual-2.1.3.zip -d /usr/local/share/audacity/

Ensure that the USB device is connected before you launch Audacity.
You can check that the device is connected and recognised by Windows by looking in the Windows Sound settings.

You should probably be thinking about updating to a more recent version of Ubuntu. (Ubuntu eoan has Audacity 2.3.2. Ubuntu focal has Audacity 2.3.3)
