Something that you can try, though it "may" have too much delay, is enabling "Software Playthrough" in "Transport menu > Transport options".

Why are you creating users with admin privileges? User accounts should have normal user privileges.
If you installed Audacity from an account that had admin privileges, then that is probably the cause of the problem.

Audacity is relatively easy, but Audacity is not the problem. The problem is setting up your interface and Windows so that it does what you need.
