Some lossy formats will give the exact right length (example: OGG), but MP3 doesn't. It's a limitation of the MP3 format specification (also applies to some other lossy formats).

Because Audacity links to the FFmpeg dll, it requires a compatible version of FFmpeg. When a compatible version of FFmpeg is installed, Audacity will normally find it without requiring user interaction. To create a WAV file, use "File menu > Export > Export at WAV" rather than the "Save" command.

I actually solved this. It was my webcam. I had unplugged the cam usb and thought that would solve the issue, as I believe it did previously. However, the pc needed a restart which then solved the problem. How strange. Thanks for posting the solution. I shall close this topic as "solved" ...
