That's a bug which has now been fixed. The current version of Audacity is 2.4.1 and is available via the Audacity website: https://www.audacityteam.org/download/windows/

What happens if you change the language setting in Audacity Preferences from "system" to "English"?

Try running the installer again, and select the option to "Reset Preferences" when it appears.
Resetting preferences "may" fix the problem - let us know what happens (I can't test myself as I don't have Windows 8)

I understand that you need a limiter function plugin to do that, What type of limiting do you want to do? Hard clipping? Soft clipping? Hard Limiting? Soft Limiting? How much lookahead do you want the limiter to use? Do you want to use Audacity's built-in limiter, or a VST limiter with more options...

The appearance of scrollbars depend on the desktop environment and the desktop theme.
There appears to be a trend away from the arrow buttons in modern desktop themes.
