One of the Audacity developers has been looking into this.
It appears that there has been a problem with the AAC encoder for a long time, but it has been mostly hidden by another bug. That other bug has now been fixed, exposing this bug. This is now logged on the Audacity bug tracker.

I don't understand what you are asking. If both projects are simply different edits if the same file, then you already know that they are the same except for an offset, so why do you need to test? :?

For Linux Mint users, or Ubuntu users with Flatpak enabled, there is a working Flatpak for Audacity-2.4.1 which provides all effects correctly. I dont want to promote dBpoweramp on an Audacity forum (Audacity is king!!) That's OK, we know that dBpowerAmp is good, but not free and not available for Linux.
