Because there's something in the way.
My guess is that there is a tiny bit of audio in the track as a separate clip, that you can't see at your current zoom level. Try zooming in close on the invisible block.

Perhaps you need to give Audacity permission to use the sound card.

Check in the Windows Sound control panel and ensure that the recording device and playback device are set to the same sample rate (ideally 44100 for both).

We've received numerous reports of problems with the ubuntuhandbook1 PPA build of Audacity 2.4.1. Something is wrong with their packaging. Hopefully they will fix it soon as there's clearly a lot of people wanting to use that PPA.
